Regional Programme Coordination/Management Specialist, Regional Programme “Win-Win: Gender Equality Means Good Business”

United Nations Development Programme (UNDP)

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In 2018 the UN Women and International Labour Organization (ILO) with the generous funding of European Union launched the three year-long programme “Win-Win: Gender Equality Means Good Business” (2018-2020), which has received an extension through 2021. The programme is implemented in six pilot countries: Argentina, Brazil, Chile, Costa Rica, Jamaica and Uruguay. The Programme has a regional coordination and programming components under the responsibility of UN Women Brazil CO.

In line with the 2030 Agenda for Sustainable Development, the overarching objective of the Programme is to contribute to women’s economic empowerment, gender equality and women’s leadership by recognizing the active role women play in growth and development, as well through promoting the commitment of private sector enterprises and employers’ organizations. Targeting women led enterprises and networks, multi-national companies, and relevant stakeholders in Europe and selected Latin American and Caribbean countries, the programme promotes business links, joint ventures and innovation between women from both regions, while supporting inter-regional dialogue and exchange of good practices to increase the capacity of the private sector more broadly in the implementation of gender equal business.

The Regional Programme Coordination/Programme Management Specialist will work under the supervision of the Country Representative and in close cooperation with the Programme Manager, who is responsible for the Win Win Regional Programme overall technical leadership and management and implementation of the entire Brazil Private Sector Programme Portfolio. S/he will be responsible for overseeing the management, development, implementation, monitoring and reporting of “Win-Win” programme. This includes providing technical support to the implementation of the Win-Win programme, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, day-to-day monitoring of the programme financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, reviewing and developing partnerships and resource mobilization strategies; and leading knowledge management efforts.




Duties and Responsibilities


1. Provide programme development and management services in Regional “Win-Win” Programme

  • Provide day-to-day management and implementation services of the “Win-Win” Regional Programme in all 6 countries, including provision of inputs to design and formulation programme initiatives;
  • Review and provide feedback to ongoing programme initiatives on related implementation strategies, workplans and related knowledge products and publications;
  • Provide strategic and specialized technical advice and maintain the systems, processes and mechanisms to ensure timely programme planning, implementation, monitoring and progress reporting;
  • Lead the preparation of donor reports and business continuity plans;
  • Finalize policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions, ensuring alignment with strategic goals and corporate requirements of programme partners (UN Women, ILO and EU Delegation).

2. Manage the implementation and management of the Programme

  • Provide guidance to staff on the elaboration of the annual workplan and budget and finalize all related documents and manage their implementation, according to the approved project document and business continuity plan;
  • Provide management the implementation of the programme, its procurement and spending plans; provide technical advice; ensuring synergies with the programme teams in all 6 countries;
  • Regularly review and monitor budget implementation;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize and contribute to the Programme Steering Committee, review and/or evaluation meetings and follow up on agreed management tasks

3. Manage the monitoring and reporting of the Programme

  • Manage the process of monitoring the programme implementation of activities and finances using results based management tools;
  • Finalize quarterly reports, annual and donor reports, focusing on results, output and outcomes;
  • Write Programme donor and UN Women annual reports and updates.

4. Manage the people and financial resources of the Programme

  • Manage the programme budget and budget revisions. Work closely with HQ and ILO on preparation and finalization of financial reports;
  • Oversee and monitor the allocation and disbursement of funds to implementing countries and ILO;
  • Regularly review and monitor budget implementation and expenditure of funds by each country included in the programme; Manage programme support staff; mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

5. Build partnerships and support in developing resource mobilization strategies

  • Review and finalize develop partnerships and resource mobilization strategies, with special focus on the investment facility in coordination with Regional Office;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

6. Lead knowledge building and sharing, advocacy and communication efforts

  • Manage Programme advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the Programme and contribute to their global dissemination.

Required Skills and Experience


Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 7 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in working in a gender equality and women’s economic empowerment related area;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
  • Proven experience in leading teams effectively;
  • Knowledge and experience with of work in Latin America and Caribbean region is an asset.

Language Requirements:

  • Fluency in English is required;
  • Fluency in Spanish is required;
  • Working knowledge of the other UN official working language is an asset.
